Archers in VC get around 25-30c from bows and arrows. They have up to 3-4 powerdraw, reduced with equipment penalties, so they go up to around 32c-45c. The best units within them, norse warrior archers, have reduced powerdraw from helmets and only 1 quiver.
Imperials have 2 unique systems: Foederati and Tagmata. Traits: - Relatively well-armored; - Superior cavalry, best of the best; - Access to extra high-quality cavalry through tagmata; - Exclusive entire troop trees of Foederati. Tagmata: The Tagmata are groups of high-quality cavalry units, starting at tier 3.
Vaegirs - Best Bow and arrow Archers in game, Vaegir marksmen. Quite fast on the map, many cavalry based classes, vaegir knights being the lowest armored top tier unit in the game. These troops are useless against good Rhodok crossbow line, gets hammered pretty easily due to little to no shield usage. Quite low costing, Hard to play for newcomers.

I don't know about clan tier, but personally I've only ever seen it appear extremely late in the game (day 800-1000) in high prosperity settlements, and even then very, very rarely. If you want a particular tier 6 armor piece, marry a noblewoman who has it.
